Blood And Ink in Mexico
Date: 28 November 1992
By Zachary Margulis
Zachary Margulis
In Mexico, bullets speak louder than words. On the evening of Nov. 13, President Carlos Salinas de Gortari promised an audience at the Foreign Press Club here that Mexico would "guarantee liberty of expression and respect for journalists." Three hours later, an unidentified gunman shot and killed Ignacio Mendoza Castillo, a magazine publisher who had led a protest outside the press club during the President's speech, in front of his house on the outskirts of Mexico City. He was the 26th journalist killed or "disappeared" under the Salinas administration.
Two days earlier, Mr. Mendoza led dozens of journalists from largely rural southern and eastern states on a seven-day march to the capital. When they arrived here, they filed a complaint with the National Commission for Human Rights detailing 16 reports of beatings, illegal detentions and threats against Mr. Mendoza and other journalists. Many of the accusations pointed to police and government officials. So far, the commission has taken no action on the complaint.

The Commissioner's remarks, at a memorial service for the officer, Milagros T. Johnson, came after a number of police fraternal organizations had accused the department of maligning the officer's character, treating her case insensitively because she was a woman and she was black.
