Justice Dept on Nov 26 repts that Atty Gen William Saxbe has approved 1st joint operating agreement between separately owned newspapers, Anchorage Times and Anchorage Daily News, permitted under 4-yr-old Newspaper Preservation Act; Times will handle printing circulation and sale of ad for Daily News in addition to printing Sunday edition previously published by News; Justice Dept spokesman says that although Saxbe approved agreement, dept had not planned to announce approval until it had been published in Fed Register; says there will be 10-day waiting period before agreement goes into effect (S)

strains between Govt of Pres Valery Giscard d'Estaing and news media intensify when Premier Jacques Chirac says he ordered police to oust striking newsmen from natl radio-TV system's hq; journalists moved in and locked dir Marceau Long in his office few hrs before Giscard broadcast address to nation on econ; newsmen are protesting announcement that 500 workers will be discharged in reorganization of state monopoly into 1 radio and 3 separate TV networks; charge that most of those affected have active union connections; newsmen have grown increasingly angry as they have learned names of new network heads, all considered safe supporters of Govt, and plans for sharp cuts in staff; journalists began their 2d strike in mo on Nov 25, to be continued intermittently 2 or 3 days a wk, reducing news programs to prepared announcements; newspapers have also become increasingly critical toward Govt; Le Monde, which has been publishing articles questioning capacity of Govt, publishes humorous front-page article noting that TV news is 'minimum program' because of strike and contending that is just what Giscard offered nation in his nationwide address; Le Figaro also scores Giscard's speech (M)
