The increase in inflation in Britain was the slowest in six months in December, as prices of fuel dropped, giving the Bank of England more leeway to lower interest rates should economic growth fail to pick up. The annual rate of consumer price increases decelerated to 2 percent, from 2.1 percent in November, the Office for National Statistics said. The Bank of England and the treasury are now forecasting accelerating growth. ''With inflation back at target, the Bank of England should breathe a sigh of relief,'' said Gavin Redknap, an economist at Standard Chartered Bank in London. ''But it can't relax completely. If growth slows it could be a case of cutting interest rates later in the year.''

Flarion Purchase Cleared

Qualcomm, the world's second-largest maker of chips for cellphones, said yesterday that the Justice Department had ended an antitrust review of its acquisition of Flarion Technologies, clearing the transaction. The purchase should close in a few days, Qualcomm, based in San Diego, said in a statement. The department in September sought more information on the purchase. Qualcomm, which is second to Motorola in cellphone chips, said in August that it was buying the closely held Flarion, based in Bedminster, N.J., for $600 million in cash and stock to gain wireless technology used in new high-speed Internet services. The price could rise by $205 million if Flarion met certain milestones.

The government is reworking a proposed copyright bill as it tries to allay concerns of media companies and consumers over the sharing of music and movie files via the Internet. A proposal from the culture minister, Renaud Donnedieu de Vabres, above, makes a distinction between illegal downloads by individuals and the offerings of mass copyrighted material. It also limits copy protection measures, the government said. The bill, intended to put a European Union directive on intellectual rights into French law, is being reworked after consumer groups balked at provisions that made file-sharing akin to counterfeiting, punishable by up to three years in prison and fines of up to 300,000 euros ($364,000).

Shares of Lukoil, Russia's biggest oil producer, had their biggest jump in more than a year after the company said last week that higher prices and production spurred record earnings in the third quarter. Lukoil shares rose $4.85, or 7.2 percent, to $72 on the Russian Trading System, climbing for a sixth consecutive session. The stock has increased more than 21 percent during the streak. Third-quarter net income soared 58 percent to $2.21 billion, Lukoil said Friday.

Hyundai Motor, South Korea's largest automaker, replaced Robert F. Cosmai as chief executive of its United States unit after he missed the sales target for 2005, and named O. S. Koh, left, to the job. The company and Mr. Cosmai ''have ended their relationship,'' Hyundai Motor America said in a statement; a spokesman, Christopher Hosford, declined to elaborate. In an interview, Mr. Cosmai, 57, said Hyundai was ''going in a different direction.'' He led the United States business for two years, after becoming acting chief in September 2003.Mr. Koh, 52, is a senior vice president for Hyundai Motor and has been the unit's chief executive coordinator since 2005. Hyundai Motor, which is based in Seoul, sold a record 455,012 cars and sport utility vehicles in the United States last year, short of the company's target of 485,000.
