The journalism awards were announced by Long Island University, which administers the awards. The winners are chosen each year by a panel of journalists and professors at the university.

Although Prime Minister Vladimir Meciar of Slovakia would like to lead his country into the European Union and NATO, he is pursuing policies that disqualify membership in either organization. Mr. Meciar, a former Communist Party boss who returned to power last winter for the third time since 1989, seems intent on stifling independent voices in the press, television and radio. Mr. Meciar's first official act when he assumed power last November was to put party cronies in charge of radio, TV and the state agency responsible for the media. The new boss of state radio cut back on news coverage and eliminated programs that allowed unfettered discussion of political issues. Two weeks ago, after the Slovak radio's Washington correspondent, Peter Susko, reported that a Meciar trade delegation to the United States appeared poorly prepared, he was ordered home and the Washington office was closed.

The Raytheon Company may consider a public offering or spinoff of its construction and engineering business to increase its stock price, which has been hurt by investors' perceptions of its shrinking military business. Shares of Raytheon, which is based in Lexington, Mass., rose 87.5 cents yesterday, to $71.125, after news of the possible move. Shedding the construction business "is by no means imminent" and will not occur this year, a spokeswoman, Elizabeth Allen, said. She would not comment on whether the company would divest itself of the whole unit or a minority stake. She said the idea was first presented to analysts in June at a meeting closed to reporters. The company's chairman and chief executive, Dennis J. Picard, disclosed it to a reporter for The Wall Street Journal in an interview.

Vornado Realty Trust said yesterday that it had completed the purchase of 1.35 million shares of Alexander's Inc. held by Citicorp for $54.8 million. The transaction gives Vornado and an affiliate control of Alexander's, the former retailer that has been operating as a real estate concern. Vornado's purchase helped Alexander's avert a forced liquidation of its properties. Vornado, based in Saddle Brook, N.J., raised its stake in Alexander's to 29.4 percent from 2.3 percent by buying the shares from Citicorp for $40.50 each. Interstate Properties, a partnership founded and run by Vornado's chairman and chief executive, Steven Roth, already owned 27.2 percent of Alexander's.

In a move to raise cash, the Morrison Knudsen Corporation said yesterday that it would seek buyers for its stakes in mining, rail, international construction and aviation operations. The Boise, Idaho, company needs about $125 million by the end of March to pay for delays and overruns on transit car contracts. Morrison Knudsen has also defaulted on $232 million in loans, although banks have granted extensions on most of them until March 31. It said it would try to sell its 65 percent stake in the MK Rail Corporation; its 46.4 percent stake in the MK Gold Company; its 63 percent stake in McConnell Dowell, an Australian construction company, and its 100 percent stake in Western Aircraft, an aviation maintenance company.

The Exxon Corporation and the Duke Power Company said today that they had agreed to jointly pursue electric power plant ventures in China, where they will develop new plants or take over the operations of those owned by the Government. Like other oil and electric power companies, Exxon, based in Houston, and Duke Power, based here, are trying to tap into the need for new forms of energy in China, which is expected to be one of the fastest-growing markets for new power plants through the early part of the next century. Exxon has long operated a joint venture with the China Light and Power Company to generate 6,000 megawatts of power in Hong Kong.

The Austrian Government confirmed today that it would defy the wishes of the European Union and sign a so-called open-skies agreement with the United States. A top official at the Austrian Transport Ministry, Gerhard Stadler, said during a visit to an Airbus Industrie factory in Toulouse that an Austrian delegation would travel to Washington on Monday to complete the agreement. "We will definitely sign this week," he said.
