Silence Order Lifted for Trial Over Drug-Testing Program

A Federal judge today lifted his four-day-old order stopping lawyers from discussing with news organizations a class-action suit filed on behalf of pregnant, drug-addicted women against the Medical University of South Carolina. The judge, C. Weston Houck of Federal District Court in Charleston, said he saw no reason to stop lawyers for the Center for Reproductive Law and Policy in New York from talking to reporters.

Confidentiality Ruling In a victory for writers who unearth information about criminal cases while researching books, Joseph Bosco, the author of a book on a crime that took place in New Orleans, has been declared to have the same First Amendment rights as an investigative journalist. On Monday, a Louisiana appeals court ruled, 2-1, that under the state's law Mr. Bosco qualifies as a journalist, meaning that he cannot automatically be forced to turn over confidential materials in court. "I'm just thrilled, on one level," said Mr. Bosco, whose 1993 book "Blood Will Tell" (William Morrow & Company), describes the brutal beating death in 1984 of Janet Myers, a young housewife, and the subsequent trials of her husband and her lover. Each implicated the other, and each was convicted in a separate trial. "We have won a battle, I believe, for writers everywhere."

NCR RENAMED AS AN A.T.& T. UNIT

The American Telephone and Telegraph Company renamed its NCR computer division A.T.& T. Global Information Solutions yesterday, as part of what NCR executives called a "new strategic direction." Officials said more NCR operations would merge with A.T.& T.'s businesses, though no operations would move from NCR's Dayton, Ohio, headquarters and none of its 51,000 employees would be dismissed.

A THIRD ROUND OF CUTBACKS AT BRITISH AEROSPACE

For the third time in three weeks, British Aerospace P.L.C. is cutting jobs. The British military and aerospace company said yesterday that it would shed 421 jobs at its Royal Ordnance unit's operations in Chorley, Lancashire, in northern England. The cuts will be made between now and 1995. British Aerospace said earlier that it was cutting 510 jobs at its Defense Dynamics weapons plants and 830 at its Avro International regional jets business.

PHILADELPHIA STORES TO SHIFT TO FAST-SERVICE FORMAT

The Goodyear Tire and Rubber Company said yesterday that it would convert 13 Philadelphia-area tire stores to an express format to serve time-pressed shoppers. The Just Tires outlets will offer tires and related services like tire mounting, wheel balancing and alignment. The stores will guarantee faster service on tire sales, with a 20 percent discount if tire installation takes more than 30 minutes. In the Philadelphia area, the stores are now called Goodyear Auto Service Centers and Atomic Tire Outlets.

CHEVRON PROPOSES STOCK SPLIT AND RAISES DIVIDEND

The Chevron Corporation said its board had proposed a 2-for-1 split of the company's stock, which hit an all-time high of $98.75 on Oct. 1. Chevron's board also increased the company's quarterly dividend payment 5.7 percent, to 92.5 cents a share, from 87.5 cents. Dividends would be payable on March 10 to shareholders of record on Feb. 10. Chevron shares closed yesterday down 50 cents at $92.

NORWEST TO REPURCHASE UP TO 8 MILLION COMMON SHARES

The Norwest Corporation said yesterday that it planned to repurchase up to eight million shares, or about 2.6 percent of the common stock outstanding. The repurchased shares will be used for the company's benefit and shareholder dividend reinvestment plan and for the conversion of convertible securities. The company, based in Minneapolis, also increased its quarterly dividend to 18.5 cents a share from 16.5 cents. The increased dividend is payable on March 1 to shareholders of record on Feb. 4. Shares of Norwest rose 50 cents, to $25.625, on the New York Stock Exchange.

BLACK & DECKER TO CUT 480 JOBS IN EUROPE CONSOLIDATION

The Black & Decker Corporation said yesterday that it would discontinue manufacturing in Limburg, Germany, causing 480 people to lose their jobs. The company said the closing was part of its plan to consolidate European manufacturing of consumer power tools in Britain. It said costs associated with the consolidation were provided in a 1992 restructuring charge. Black & Decker, based in Towson, Md., also said it planned to establish headquarters for its European professional power tools unit and to strengthen research and development operations at its facility in Idstein, Germany.

4.5 MILLION SHARES OF USX-U.S. STEEL GROUP TO BE OFFERED

The USX Corporation said yesterday that it was offering 4.5 million shares of its USX-U.S. Steel Group common stock at $41 a share. The sale is expected to generate $180.8 million, which could increase to $200.9 million if an overallotment option is exercised, the company said. Proceeds will be used for general business purposes, it said. The offering, through Morgan Stanley & Company, is expected to be made on or about Feb. 2. As of Dec. 31, USX had 70.3 million shares outstanding. Company shares fell 75 cents yesterday, to $41.375, on the New York Stock Exchange.
