LEAD: Ecolab Inc.'s stock today rose to a new high for the year on renewed rumors that the company was a takeover target, analysts said. Stock in the St. Paul-based cleaning and maintenance company rose $2 a share, to $32.50, eclipsing its previous high of $30.50. More than 193,000 shares were traded on the New York Stock Exchange.

LEAD: Schlumberger Ltd., a large industrial concern, and the Nippon Telegraph and Telephone Corporation of Japan announced they were forming a company to develop advanced testing for integrated circuits.
