LEAD: In an unusual and intense attempt to stop unapproved disclosures of Justice Department investigations, Attorney General Dick Thornburgh has stepped up efforts to find and prosecute Government officials who told a reporter about a Federal inquiry involving a Pennsylvania Congressman.

They will argue over Attorney General Dick Thornburgh's right to intervene in the special prosecutor's case against Joe Fernandez, the former agency station chief in Costa Rica, charged with lying to investigators of the scandal.
