WOMEN'S PAPER IS UNDER WAY

THAT'S not the mighty roar of the presses you hear on the other end of the line when you call Westchester Women's News, the newest addition to county journalism. More likely than not, it's Merna Popper's dishwasher. ''A lot of people make that mistake,'' said Mrs. Popper who, along with Kitty Strong, edits the monthly publication that made its 30,000-copy debut this month. ''I don't have the heart to tell them.'' Most callers don't realize they have reached Mrs. Popper's home as well as the offices of Westchester Women's News. ''We're a homebased business,'' she explained, sitting in her White Plains living room, which every Tuesday afternoon doubles as conference room for a six-person advertising sales staff. ''And we love it this way.''

It was the end of a long and losing day, and Jesse Helms was sipping coffee and talking about the Senate, which had just handed him a string of defeats on his proposals to legalize school prayer and ban abortions. ''Conservative it ain't, Republican it is,'' said the North Carolina Republican, the leader of the conservative cause on Capitol Hill. ''I've never said I had the votes to pass anything.'' The failure of Mr. Helms to enact any of his agenda of legislation on social issues in the current Congress tells something about a Senate that swung over to Republican control in 1980 for the first time in almost two decades. After the election, President Reagan proclaimed his conservative mandate and the vast changes that were coming in political life, but it is now clear this assertion was probably overstated and certainly premature.

TALKS CONTINUE AT DAILY NEWS

Officials of The Daily News and representatives of the paper's 11 unions negotiated past a midnight deadline and into this morning in efforts to reach agreement on extending labor contracts for three years. Officials from both sides declined to say if any progress had been made.

The Daily News and its 11 labor unions tentatively agreed early yesterday morning to extend the unions' contracts until March 1987. The paper says the agreement will enable it to do extensive cost cutting.

International Menachem Begin sought an inquiry into the killings of Palestinian civilians in Beirut last weekend. The Israeli Prime Minister, in an effort to quell growing outrage among Israelis, asked the Chief Justice of Israel's Supreme Court to head the investigation into any Israeli responsibility in the slayings, but the Chief Justice said it would not be proper for him to act on the request now. (Page 1, Column 6.) Anger at Ariel Sharon has reportedly been expressed by many senior officers in the Israeli Army. Many seek the dismissal of the Defense Minister. Their outrage, which has been increasing over such issues as the conduct of the war in Lebanon, was brought to a flash point by the killings of Palestininan civilians by Israel's Christian allies in Beirut. COMPANY NEWS Massey Completes Debt Negotiations

Massey-Ferguson Ltd., the big Canadian farm-equipment manufacturer, said today that it and its major international lenders had ended three days of meetings and an announcement on a debt-restructuring proposal could be expected early next week. The meetings ''went according to plans'' and it appears the two sides reached an agreement on proposals to help the company cope with its huge debt, a Massey spokesman said.

'SUBWAY' FOR RENT

For more than a decade, New York City had been digging a hole in Manhattan called the Second Avenue subway, but by last month it had only two empty tunnels barely a mile long. With the project deferred indefinitely for lack of money, the Metropolitan Transportation Authority announced that the tunnels were for rent to any ''imaginative'' entrepreneur.

When the Mayor of Whitewright, Tex., bought four submachine guns to protect the town of 1,760 residents, Whitewright's Police Chief, David L. Montgomery, got his back up last January. That was twice as many machine guns as there were police officers in the community, some 60 miles northeast of Dallas.
