Less than a month into its second year of life, the Cable News Network has run into financial problems that have imposed constraints on the operation of the 24-hour service. Although Cable News officials say that the quality of coverage has not diminished, some producers and correspondents contend that the cutbacks have impaired their ability to pursue stories. The pressures on Cable News, which is available to 13 million cable subscribers, come at a time when the three major commercial networks are busily expanding their news programming in the early morning and late at night, at least partly to undercut the efforts by Cable News to lure away their viewers. ABC-TV has mounted a cable headline service in partnership with Group W Satellite Communications to compete directly with Cable News.

6 JOURNALISTS ARE LISTED AS MISSING IN SALVADOR

The abandoned vehicles of six journalists were found today along a road north of the capital and the Government is investigating, a National Guard spokesman said. Listed as missing were Julian Harrison, a British cameraman for United Press International Television News; Victor Tobar, Pedro Garcia, Rafael Magana and Carlos Rosas, the television crew for the local NBC News affiliate, and Eduardo Vazquez, a freelance.

Three British journalists who were arrested April 13 in southern Argentina on espionage charges during the war with Britain over the Falkland Islands were set free on bail Monday and allowed to leave the country today. Simon Winchester of The Sunday Times and Ian Mather and Anthony Prime of The Observer boarded a flight for Madrid tonight under a special court permit issued on their pledge to return in two months to stand trial.

Monday's ruling by the United States Supreme Court that a Westchester County school district need not provide a deaf fourth grader with a sign-language interpreter in the classroom was a psychological blow to forces seeking to improve the education of handicapped youngsters. And it opens the possibility that some public schools may reduce their services to some handicapped children. The decision, however, affirmed the basic structure of the Education for All Handicapped Children Act of 1975, and most advocates of special education seem to believe that their fundamental interests have been protected. ''The basic education of handicapped children has not been weakened,'' said Edwin W. Martin, a former Assistant Secretary of Education, who was one of the architects of the legislation. ''There will be some new tensions between parents and school boards, but the basic programs will go forward.''

MIDEAST NEWS FAILS TO LIFT OIL PRICES

World oil prices have been consistently soft over the last month, despite Israel's invasion of Lebanon, Iran's successes in its war against Iraq and the death of King Khalid of Saudi Arabia - all factors that might have sent prices soaring a few years ago, when oil was perceived as less plentiful. ''There is a lot of new confidence among buyers that oil is available whenever it's needed,'' said John H. Lichtblau, executive director of the Petroleum Industry Research Foundation. Indeed, declarations by the Organization of Petroleum Exporting Countries that it has turned the oil market in its favor with a program to curb production are beginning to sound hollow, industry officials and independent analysts say. They note violations of the new quota system by OPEC's members and substantial new supplies from non-OPEC producers.

International A face-saving offer to the P.L.O. was announced by Prime Minister Menachem Begin in an address to the Israeli Parliament. Declaring that Israel had no desire to humiliate the Palestinian guerrillas, he said they could leave Beirut with their personal weapons. Just two days earlier, Israel's Cabinet insisted that the arms be surrendered to the Lebanese Army. (Page A1, Column 6.) A deadlock was reported in the talks for neutralizing the military presence of the Palestinians in Lebanon. The special American envoy, Philip C.
