NEWSCASTER ANCHORED TO BIG MONEY

TO what extent do local news stations reward performance and presence in preference to reporting ability? A rundown of the salaries at one local station, WNBC-TV, obtained from a source familiar with the station's contracts, suggests that there are huge disparities between salaries for anchors, sportscasters and even weathermen - the most visible personalties on news programs - and the salaries paid to the reporters who gather the news. The highest-paid WNBC newscaster is Chuck Scarborough, who earns $500,000 a year for reading the news on the 6 P.M. and 11 P.M. newscasts. Next highest is the weatherman Frank Field, who earns $370,500. Sue Simmons, the co-anchor with Mr. Scarborough at 11 P.M., and with Jack Cafferty on WNBC's ''Live at Five,'' earns $275,000. She is scheduled to jump to $350,000 next year.

Contrary to the Administration's public position, some senior White House officials are saying privately that, for both economic and political reasons, President Reagan would be wise to strike an early compromise with Congress on the Federal budget for 1983. ''Stalemate is not a winner for the President,'' said one high official who asked to remain anonymous. ''The appearance and the fact of a political deadlock and the fact of things dragging on indefinitely is hampering the economic recovery.'' Another official, who once believed that Mr. Reagan could afford to play for time until fall, contends that both economic recovery and Republican prospects in the 1982 elections would be helped if the President compromisedwith Congressional leaders ''sooner rather than later.''

It set City Hall against a civic group, generated one of the more substantive political tempests in quite some time and provided at least two sides in the forthcoming campaign for governor with ammunition. But what the disagreement last week between the Koch administration and the Citizens Budget Commission did not do was resolve the fundamental problem it raised: Can improvements and declines in such matters as running subways, fighting fires and teaching children be reliably measured? Last week's dispute turned on a report that the commission, a nonprofit group dominated by businessmen, issued two weeks ago. It said some services had declined since Mayor Koch took office, some had improved and some had done both - thus giving the Mayor and his opponents campaign material.

BRITISH PUBLISHER, CITING LOSSES, CLOSES SOHO NEWS

The Soho News, founded nine years ago as a weekly journal of counter-cultural news and opinion for New York City, was closed yesterday by its British owners. John Leese, the publisher and editor in chief, said that the owners, the Associated Newspaper Group, had lost $2 million on the newspaper's operations last year and saw no likelihood of stopping the losses. Mr. Leese said that The Soho News had gained circulation in recent months - with total sales of 30,000 copies in most weeks this year - but that the tabloid newspaper needed six more pages of advertising each week than it had been getting.

International Differing views on Nicaragua were suggested by Secretary of State Alexander M. Haig Jr. He made public the proposals he presented Sunday to Mexico's Foreign Minister for settling problems with Nicaragua over El Salvador, but said he had no reason to assume they would be acceptable to the Sandinist leadership. (Page A1, Col. 6.) The leftist government of Nicaragua suspended all individual rights and guarantees for 30 days because of what it said were United States ''plans of aggression against our country.'' Dainel Ortega Saavedra of the ruling Sandinist junta said the suspension of rights might be extended ''in keeping with the prevailing circumstances in the country.'' (A1:5.)

With his family behind him, Lieut. Gov. Mario M. Cuomo was answering questions yesterday at the formal announcement of his candidacy for the Democratic nomination for governor. He was asked about his opposition to the death penalty. Why, even his mother did not agree with him, Mr. Cuomo replied expansively. Unlike him, she did not understand the legal system, the courts, the subtleties.

International A halt in deploying Soviet missiles in European Russia was announced by Leonid I. Brezhnev. In a Kremlin speech, the Soviet leader said that the freeze on the deployment of new medium-range nuclear weapons would continue until an arms-control agreement was reached with the United States or until NATO began installing new mediumrange nuclear missiles in Western Europe. (Page A1, Col. 6.) Washington dismissed the freeze in the deployment of Soviet nuclear missiles in Europe with unusual speed. The Reagan Administration derided the Kremlin's announcement as a ''propaganda gesture'' designed to leave the Soviet Union free to gain ''unchallenged hegemony over Europe.'' (A1:5.)
