according to memo from late FBI dir J Edgar Hoover to his top assocs, Hoover ordered FBI in '69 to use its confidential informants within news orgns to determine source of NY Times article reptg secret Amer bombing raids on Cambodia; document has never been made public but was provided by FBI to attys representing Morton H Halperin, former Natl Security Council aide whose phone was tapped by FBI from '69 to '71; Halperin is suing Fed Govt for damages in that case, and in deposition taken in that lawsuit recently Cartha D DeLoach referred at length to Hoover memo; DeLoach said memo contained names of 'newspaper people friendly to FBI' who were to be asked if they could shed any light on how information was obtained by then Times military correspondent William Beecher (M)
