Pre-Watergate survey by Natl Assessment of Educational Progress found that 1/5 of Amers aged 26 to 35 either denied or were undecided about right of a newspaper to criticize elected Govt official; rept on 'Pol Knowledge and Attitudes' is released on Dec 15 by Educ Comm of the States; survey found 3 older age groups (up to age 35) were more supportive of freedom of press; concludes persons living in Northeastern states appear to be more politically knowledgeable than persons in other parts of US

controversy has arisen in France as result of disclosure that Govt attempted to wiretap offices of satirical newspaper Le Canard Enchaine; Canard has named about 12 officials in agency's employ that it says are involved in undercover operation; Interior Min R Marcellin has also been named and members of Parliament as well as news media are calling for his resignation; public originally reacted to newspaper's disclosure of wiretap attempt with disbelief and Premier P Messmer said paper could have concocted story itself; experts have confirmed that listening devices installed in Canard's offices were highly sophisticated; Canard published names of officials said to be involved; at that point Marcell declared that he knew nothing of matter and had given no bugging orders; Min for Parliamentary Relations J Comiti says that wiretapping controversy is 1 of aspects of 'systematic campaign of denigration against the authority of the state'; says that despite Canard affair Govt has no intention of modifying its position and wiretapping will contiue to be used to assure state security; circulation at Canard has risen from 453,000 twelve days ago to 880,035; drawing
